What Is Recycled Rubber Mulch Made Of? Quite simply, used tires. They would otherwise be filling up our landfills, and instead are recycled to provide long-lasting products like rubber mulch. There are a number of steps involved,  which break a used tire into smaller pieces, and remove the metal wires from all of those steel belted radials. Then the pieces are sealed and color tinted, using a special process which includes Microban anti-microbial agent, that provides years of beauty for landscaping and playground safety.
